Sister Elsa Garcia, CDP, currently serves as a General Councilor for the Congregation. She previously served as a Social Ministries Coordinator at St. Ann’s Catholic Church in Midland, Texas, where she and the parish St. Vincent de Paul provide food, shelter and clothing to West Texans in need. She has been a psychiatric social worker, served pregnant women and children, and ministered to AIDS patients. Her devotion to helping others discern God’s call continues after ministering as Congregational Vocation Director and a past Board Member for the National Vocation Conference (NRVC.) She is the Diocesan Vicar for Religious, networks with Catholic Extension Service, and helps Spanish-speaking parishioners, clients, and missionary Sisters adjust to life in the United States.  She says “one of my greatest accomplishments is to just be present to the people and offer them hope in the middle of this pandemic.” Sr. Elsa is bilingual and plans to offer some PROSO services in Spanish.
